The Energy Saving and Energy Efficiency Program is a document that establishes certain rules in the field of energy saving for specialized organizations.

Which institutions and organizations are required to implement energy saving programs:

  • organizations whose activities are subject to government regulation;

  • state and municipal institutions;

  • enterprises engaged in the production or transport of fuels and energy resources (fuels and energy resources);

  • organizations where the energy efficiency and energy saving program is financed from the local (federal) budget;

  • organizations that spend more than 50 million rubles annually on energy and fuel resources.

Purpose of the program- saving heat and electricity, natural gas, motor fuel, water, etc. , competent use of resources, as well as organizing a general comprehensive approach when carrying out various energy saving procedures.

The planned objectives are achieved by:

  • increase the productivity of electricity and heat supply, water supply and sewage systems;

  • use of highly efficient equipment and materials;

  • introduction of the most recent and tested technologies for energy saving;

  • installation of measuring devices;

  • the organization of various measures aimed at the economic use of energy and resources. For example, employee training, monitoring the operation of heating equipment, monitoring the dynamics of energy consumption, etc.

Based on these regulatory documents, an energy saving program is being developed:

  • "On energy saving and increasing energy efficiency";

  • "On the requirements for regional and municipal programs in the field of energy saving. . . ";

  • "On additional measures to stimulate energy saving";

  • "On increasing the efficiency of energy and water use. . . "

  • "On the procedure for determining the requirements for programs in the field of energy saving and increasing the energy efficiency of organizations carrying out regulated activities"

The above program includes without fail:

  • Information on target indicators that may show a decrease in consumption in physical terms and in comparable conditions;

  • List of energy saving measures (organizational, administrative, technological, aggregate and automation);

  • Explanatory note;

  • Program passport.

Stages of development of this program:

  • First, the specialists collect data on the consumption of resources for the last year of operation of the enterprise. This is helped by the readings of the measuring devices and accounting documents;

  • Then (if necessary) an energy survey of buildings and structures is carried out. The reasons for the unjustified consumption of energy resources are clarified. The possibilities of energy saving are evaluated;

  • Targets and indicators for energy consumption are defined. Energy efficiency measures are being developed and technical and economic indicators of these measures are being calculated. The amount and source of funding are determined;

  • The passport of the energy efficiency program is being processed.

Important points in the development and implementation of energy saving programs:

  • Budget organizations must reduce their consumption annually by at least 3%. The administrators of the budget funds check compliance with this requirement, and savings above 3% remain within the enterprise or institution;

  • It is forbidden to buy inefficient goods from the point of view of energy consumption. These are incandescent lamps, etc. At least 5% of the luminaires purchased must consist of LED lamps. At least 10% of the total installed insulating glass units must have a low-emissivity coating;

  • A mandatory event is the installation of metering devices.

For organizations carrying out regulated activities (transmission of electricity, water, heat, etc. ), the energy saving and energy efficiency program is developed for 3 years, if there is an existing investment program, for the duration of the program.
